Error Code 23913

I'm playing Animal Crossing: City Folk and when i try to issue me a friend code i get this error I already patched the game and waited 24 hours , can someone help me now?

23913 means console creation denied (if you read the stickied thread in this section you would know this).

Wait a few days or so before making an FC on the game.

I got the code in a different way, I was downloading CTGP and while my installation I skip the part where they are connecting to CTWW servers, and then it had a messege that said CTWW disabled, I tried looking for settings that can turn it on but when i go on WiimmFi on MKW it gives me this error, and I tried setting the game to today because it was a few days behind and no luck
