If this happened around one turn I would say question him as it could have been lag. However, seeing how it consistently happened throughout every turn he made, I don't see how this wouldn't be hacks.

I'd go with hacks because you hear the mt charge noise  from him much earlier than everyone else, and the fact lag generally makes people appear to not get mts rather than get them super early

edit: oh and the fact he gets an mt round the fountain, on that short straight (and it's a right facing mt) and still gets it so early around the next corner. I don't think that possible even with 3 perfect soft drifts lol
